The best business phone system for small business, for most 3 to 50 person teams, is a cloud phone system with CRM logging on its entry plan: Aircall Essentials (US$30 per user a month billed yearly, 3-user minimum) for sales teams, or Dialpad (from US$15, no minimum) for service teams needing a shared number, routing and recording. With an IT person, 3CX costs less because it charges per system, not per user. Every price below was checked on the vendor's own page on 6 October 2026.

Quick verdict: which business phone system fits which team?
Aircall: best for teams of 3 or more who want HubSpot, Pipedrive or Zoho logging on the entry plan.
Dialpad: best for service teams needing a shared number, auto attendant and recording from US$15, no minimum.
RingCentral: best for teams wanting calls, video and messaging in one suite, quoted by sales in Singapore.
JustCall: best for outbound sales teams calling the US and Canada, from 2 users.
3CX: best for IT-run offices of 10 to 40 wanting a flat yearly licence and their own SIP trunk.
Do you need a business phone system, or are mobiles and WhatsApp enough?
You need one when calls belong to the business, not to a person: a shared number, routing, recording or CRM logging.
Mobiles plus WhatsApp are enough when you are 1 to 3 people, each person owns their customers, and customers prefer to message. The signs you have outgrown that:
A shared number: one number that rings whoever is free, not the owner's mobile.
Call routing and IVR: "press 1 for sales, 2 for service", or rules by time of day.
After-hours handling: voicemail or an on-call person, not a missed call nobody sees.
Recording: for quality checks, disputes or training.
CRM logging: every call lands on the customer record without anyone typing it.
Staff turnover: customers should not leave with an employee's personal number.

Best business phone system for small business: the shortlist
Prices are per user a month in US dollars unless stated, excluding tax, checked 6 October 2026. "Yearly" means billed annually.
Aircall
Aircall, a cloud phone system for sales and support teams, publishes Singapore prices in US dollars.
Best for: teams of 3 to 50 working in a CRM or helpdesk.
Price from: Essentials US$30 yearly or US$40 monthly; Professional US$50 yearly or US$70 monthly; Enterprise on quote (25-user minimum).
Seat minimum: 3 licences on Essentials and Professional.
Calls included (Singapore pricing): unlimited inbound; Essentials includes 1,000 domestic outbound minutes per user a month, Professional unlimited domestic outbound. One local or toll-free number included, extra numbers US$6 a month.
Strengths: IVR, business hours, recording, a shared call inbox and 250+ integrations on Essentials, including HubSpot, Pipedrive, Zoho and Zendesk.
Limits: Salesforce, smart routing and queue callback need Professional; Essentials keeps recordings accessible for up to a year and allows 3 teams.
Singapore notes: +65 6 and +65 3 numbers through support, not self-service, with a business registration document; 6-numbers need an end user in Singapore.
Skip it if: you are 1 or 2 people (you still pay for 3 seats), or you need Salesforce on the lowest budget.
Dialpad
Dialpad, an AI-assisted business phone and contact centre platform, has the cheapest entry plan here.
Best for: service businesses needing one shared number, an auto attendant and recording.
Price from: Connect Standard US$15 yearly or US$27 monthly; Pro US$25 yearly or US$35 monthly; Enterprise on quote.
Seat minimum: 1 on Standard, 3 on Pro, 100 on Enterprise.
Calls included: unlimited calls within your country, the US and Canada, per Dialpad's footnote; one local number per user.
Strengths: auto attendant, recording, live transcription and number porting on every plan; 14-day free trial.
Limits: Standard allows 1 office and 3 ring groups; HubSpot, Salesforce, Zapier and the API need Pro. Pipedrive and Zoho are not in the plan table.
Singapore notes: Singapore is on Dialpad's number coverage list. Prices show in USD, AUD, CAD, EUR, GBP and NZD, not SGD.
Skip it if: you need CRM logging but only want Standard, or you run more than one office on the entry plan.
RingCentral
RingCentral, a unified communications provider, sells RingEX: phone, video and team messaging in one plan.
Best for: teams that want one supplier for calls and meetings.
Price from (US site): Core US$20 yearly or US$30 monthly; Advanced US$25 or US$35; Ultra US$35 or US$45. The same price applies from 1 to 100 users.
Seat minimum: none shown on the US price list.
Calls included (US): unlimited domestic calling; 100 toll-free minutes on Core, 1,000 on Advanced, 10,000 on Ultra.
Strengths: multi-level IVR; on-demand recording plays a notice to callers; Salesforce, HubSpot, Microsoft Dynamics and Zendesk integrations.
Limits: Core records on demand only; automatic recording needs Advanced or Ultra.
Singapore notes: the Singapore page lists Essentials, Standard, Premium and Ultimate with 250 to 2,000 Singapore and APAC minutes per user, but no prices; sales quotes.
Skip it if: you want a self-serve Singapore price, or will never use video or messaging.
JustCall
JustCall, a cloud calling and SMS platform for sales and support teams, prices by region.
Best for: outbound sales teams calling the US and Canada.
Price from (US and Canada region): Team US$29 yearly or US$39 monthly; Pro US$49 or US$69; Pro Plus US$89 or US$109; Business on quote (10-licence minimum).
Seat minimum: 2 licences on Team, Pro and Pro Plus.
Calls included (US and Canada): unlimited outbound and inbound under a fair-usage policy, 500 SMS segments per licence on Team. Two numbers included per account.
Strengths: 100+ integrations including HubSpot, Salesforce, Pipedrive and Zoho from Team; power dialer and Salesforce CTI on Pro; a WhatsApp inbox.
Limits: pick Singapore as your region and the pricing page shows "Custom Pricing" instead.
Singapore notes: Singapore national numbers are voice only and Singapore mobile numbers are SMS only, both on request; JustCall says local Singapore numbers are not currently available.
Skip it if: you need a Singapore number that both calls and texts, or a published Singapore price.
3CX
3CX, a software phone system (PBX) you host yourself or let 3CX host, prices per system, not per user.
Best for: offices of 10 to 40 people with an IT person or a 3CX partner.
Price from: SMB Free US$0 for up to 10 users, hosted free. Paid editions are priced by simultaneous calls: at 8 (up to 40 users) Basic US$300 a year, PRO US$395, AI US$575; hosting by 3CX adds US$295 for PRO.
Seat minimum: none; you size by simultaneous calls.
Calls included: none; you bring a SIP trunk. 3CX lists Twilio, CalnCall and Singtel for Singapore.
Strengths: multi-level IVR on every edition; SMB Free includes call queues, recording and inbound WhatsApp; PRO adds CRM integration with HubSpot, Salesforce, Zoho, Freshdesk and Zendesk.
Limits: Basic has no call recording or CRM integration; SMB Free records calls but has no CRM integration. You buy through a 3CX partner, and prices move with exchange rates.
Singapore notes: Singapore is billed in US dollars; your trunk provider bills calls and numbers separately.
Skip it if: nobody on your team will own the setup, or you want one bill that covers numbers and calls.
Microsoft 365 shops can also ask a partner about Teams Phone; Microsoft sells Calling Plans in Singapore, but its price page would not load on 6 October 2026.
Worked example: 8 users for 12 months
For 8 people needing HubSpot logging, recording and an IVR, Dialpad Pro is the cheapest cloud plan and 3CX PRO cheapest overall, before trunk costs. Yearly billing, list prices, S$1.28 to the US dollar (mid-market, 6 October 2026), tax excluded.
Aircall Essentials: 8 × US$30 × 12 = US$2,880, about S$3,686.40. Includes 1,000 domestic outbound minutes per user a month and one number.
Dialpad Pro: HubSpot needs Pro, so 8 × US$25 × 12 = US$2,400, about S$3,072.00.
3CX PRO hosted by 3CX: US$395 + US$295 = US$690, about S$883.20. Add a SIP trunk and numbers from your provider, and someone's time to set it up.
On monthly billing the gap widens: Aircall 8 × US$40 × 12 = US$3,840 (S$4,915.20) and Dialpad Pro 8 × US$35 × 12 = US$3,360 (S$4,300.80).
Seat minimums bite small teams. A 2-person front desk pays for 3 Aircall seats: 3 × US$30 × 12 = US$1,080 (S$1,382.40). Dialpad Pro also bills 3: US$900 (S$1,152). Dialpad Standard bills 2: US$360 (S$460.80), but without HubSpot.

Aircall is the fair middle choice; each rival beats it on one thing.
Aircall vs Dialpad
Dialpad wins on price and has no seat minimum on Standard; at 8 users with HubSpot, Dialpad Pro is US$480 a year cheaper. Aircall wins if you use Pipedrive or Zoho, which it lists on Essentials.
Aircall vs RingCentral
Aircall wins for Singapore buyers who want a published price; RingCentral wins if you also want video and team chat from one supplier. Its US Core plan is cheaper (US$20), but Singapore needs a quote.
Aircall vs JustCall
Aircall wins in Singapore, with published prices and +65 6 numbers; JustCall wins for US and Canada outbound teams that want SMS and a dialer, and its 2-licence minimum suits a pair of sellers.
Aircall vs 3CX
3CX wins on cost, Aircall on effort. 3CX PRO hosted is US$690 a year for up to 40 users before trunk charges, against US$2,880 for 8 Aircall seats, but you manage the trunk, numbers and updates.
How to log calls to your CRM: HubSpot, Pipedrive, Salesforce, Zoho
Pick a phone system whose native integration covers your CRM on a plan you can afford; calls then log to the contact automatically.
HubSpot: Aircall Essentials, Dialpad Pro, RingCentral, JustCall Team, 3CX PRO.
Pipedrive: Aircall Essentials, JustCall Team.
Salesforce: Aircall Professional, Dialpad Pro, RingCentral, JustCall (CTI on Pro), 3CX PRO.
Zoho: Aircall Essentials, JustCall Team, 3CX PRO.
If your CRM is not listed, common with Odoo (I implement Odoo), use an automation tool. Make has an Aircall app with call triggers, so a small scenario can log an activity on the contact when a call ends; Make's free plan is enough to test it. Is call recording allowed under the PDPA?
Yes, with care: a recording from which a caller can be identified is personal data, so the PDPA's consent and notification rules apply unless an exception does.
The Personal Data Protection Commission (PDPC) Advisory Guidelines on the PDPA for Selected Topics (revised 23 May 2024) say an audio recording may be personal data if a person can be identified from the voice, and collecting it needs consent unless an exception applies. In practice: play a "this call may be recorded" message, explain why in your privacy notice, and set a retention period.
Can you keep your existing number?
Usually yes. Singapore's National Numbering Plan says portability is in place for mobile and fixed numbers, including 1800 toll-free numbers.
The Infocomm Media Development Authority (IMDA) reserves numbers starting with 6 for fixed-line and IP telephony, and 3 for IP telephony. Dialpad lists porting of local and toll-free numbers on every plan; 3CX says porting takes a few extra days, depending on the trunk provider. Keep the old line until the port completes.

Choose by how calls reach you and which CRM you use.
Service front desk, 3 to 10 people, no CRM yet: Dialpad Standard, or 3CX SMB Free with an IT-minded person.
Sales or support team on HubSpot, Pipedrive or Zoho: Aircall Essentials. On HubSpot only, Dialpad Pro is cheaper.
IT-run office of 10 to 40: 3CX PRO hosted by 3CX, with a Singapore SIP trunk.
Mostly calling the US and Canada: RingCentral Core or JustCall Team.
1 to 3 people who mainly message: stay on mobiles and add a shared WhatsApp inbox.
